In the year 1729 there appeared in the city of Dublin a rather curious publication, by an anonymous author. It did not have the snappiest of titles: A Modest Proposal for Preventing the Children of Poor People in Ireland from Being a Burden to Their Parents or Country, and for Making Them Beneficial to the Public. But, its title apart, in may ways A Modest Proposal was the prototype of the modern policy pamphlet, of a type familiar from present day think tanks the world over.
